Apparently that wasn t the problem as the tank cracked. The purpose of the flush valve seal is to prevent water in the holding tank from draining until the user flushes the toilet. The 4 flapper valve chronically leaks but then it only has about 2 inches of water to hold it in place. Using a wrench tighten the nuts on each side one quarter turn at a time.
